Manitoba Infrastructure refused access to a legal opinion on the basis of solicitor-client privilege. The complainant maintained that as a summary of the opinion had been provided to him, the department had waived privilege over the information. Our office found that privilege had not been waived and Manitoba Infrastructure’s refusal of access to the opinion was authorized under FIPPA. The complaint was not supported.
