Investigating Complaints & Whistleblowing about Manitoba Public Services

Manitoba Ombudsman receives complaints about Manitoba public bodies and services on unfair actions or decisions, access to information, privacy protection or serious wrongdoing. We resolve citizen concerns, do investigations, make recommendations and educate Manitobans and public bodies on legislated rights and responsibilities. The ombudsman is independent, impartial and non-partisan, providing oversight to protect and promote citizens’ rights and improve fairness, transparency and accountability in public bodies. Services are free and confidential.

Administrative Fairness

We receive complaints from people who feel they have been treated unfairly by a public body and/or government administration. They believe they didn’t receive a fair process, decision or service or the public body acted differently than what law or policy requires.

Access to Information & Protection of Privacy

We receive complaints from people having issues accessing information from a public body or trustee or having their personal information corrected by a public body, or they believe their personal or personal health information was accessed, collected, used or shared inappropriately or unnecessarily.

Serious Wrongdoing & Whistleblowing

We receive questions, complaints and disclosures from employees who want to report or ask about serious wrongdoing in their public body workplace or feel they were treated unfairly because they reported or asked about wrongdoing. This is often referred to as whistleblowing. Other people may also make whistleblower disclosures.
