An individual requested access to the record of a complaint made to the City of Brandon about his property. Access was provided to the record, with some information relating to another person withheld. Our office found that the withheld information was personal information of a third party that was provided in confidence for the purposes of administering the city’s zoning by-law. We determined that the city was required to refuse access and therefore the complaint was not supported.
