A request for information was made to the City of Winnipeg (Winnipeg Police Service – WPS) regarding mobile photo radar locations. Our office initially received a complaint after the WPS refused to release the information because the records were not under their control. During the course of our investigation, the WPS reversed its decision and granted partial access to the information, some of which had been severed, based on an exception in FIPPA

 Following further investigation, the Ombudsman found the exemption claimed did not apply to most of the information contained in the file in question the Ombudsman recommended the disclosure of the remaining information while continuing to collect data relating to photo radar enforcement on private property. The WPS accepted the Ombudsman’s recommendation and complied with it by providing access to the relevant information.
